Why? “Claustrophobia due to increased working hours is nicely alleviated by dining and imbibing al fresco,” said Lynne Breaux, president of the Restaurant Association of Metropolitan Washington. She also cited the effect of the new rash of anti-smoking laws. And it’s not just about a competitive advantage.
