GSA's per diem rate freeze means no change in methodology

The General Services Administration's decision to freeze its per diem rates at fiscal year 2012 levels means the agency rejected a controversial alternative that would have affected many D.C. hotels.

The GSA was considering an alternative that would recalculate the per diem rates used by government travelers nationally. GSA figures out government rates by averaging hotel room nights, but eliminating the cheapest and the most expensive hotels from the equation.

To save money, the GSA was examining a proposal that would have not only eliminated the most expensive hotels from the averaging, but a second category called "upper upscale."
