Joe A. Spinelli is celebrated for more than 50 years of outstanding service, management and business ownership in the
restaurant and hospitality sector

Mr. Spinelli has led a remarkable career spanning more than five decades in the
hospitality industry, demonstrating consistent excellence in restaurant development
and business leadership. Since 1981, he has served as president and chief executive
officer of Restaurant Consultants Inc. in College Park, Maryland, taking great pride
in supporting restaurateurs and witnessing their establishments flourish. From design
to development and grand openings, he provides extensive expertise in food service
consultations, architectural design, branding, business plans, construction managing
and permit expediting and many other services to help his clients achieve operational
success. Notably, Restaurant Consultants is a full-service consulting firm that helps
clients open their restaurants as smoothly as possible, and Mr. Spinelli has completed
over 9,000 restaurant-related projects thus far.
Upon entering the business world in 1975 at age 24, he quickly demonstrated strong
self-assurance by generating over $3 million in sales early in his career, serving as a
testament to his drive and skill in business operations. Likewise in 1975, he was president and chief executive officer of
Donovan and Spinelli Equipment Corporation for 12 years, managing 200 employees and servicing the restaurant
industry through equipment sales, food service design, Architectural design and general construction, custom millwork,
Electrical Contracting division. Mr. Spinelli, acquired Dial-Temp refrigeration in 1979, specializing in refrigeration
service, maintenance and equipment installation. The company’s main area of concentration was in National Grocery
Chains. He purchased a custom Stainless-Steel Manufacturing facility in early 1980’s over 100,000 sq ft of production
area and was the vice president and chief operating officer of Amsco Metal Works, overseeing more than 300 employees
and reaching over $12 million in sales.
In addition to his role with Restaurant Consultants, (www.restconsultant.com )Mr. Spinelli is directly involved with
several prominent restaurant ventures. Since 2018, he has been a concept developer and partner for Mecho’s Dominican
Kitchen in Washington, DC, contributing to the brand’s strategic direction and expansion in providing homestyle
Dominican dishes. From 2016 to 2023, he held similar roles with Ida B’s Table 235 Holliday Street, Baltimore, MD, a
modern soul food restaurant at 6000 sq ft. restaurant playing a pivotal role in shaping the restaurant’s identity and market
presence. Mr. Spinelli is also a partner and the owner of Bolt Burgers 1010 Mass. Ave NW in Washington, DC. In 2007
Mr. Spinelli opened the Varsity Grill, located at 8428 Baltimore Ave College Park, Md. A 5000 sq ft. sports bar located
adjacent to the University of Maryland. In the early stages of his career, he was also responsible for the development of
a steak delivery franchise chain called “ Steak Around” in the Maryland, Washington and Virginia area, and served as
an area developer for seven counties in Maryland, and owned and operated 3 units, among other foundational position
Mr. Spinelli’s business-oriented spirit is further evident as a partner and Cofounder at FranPoint Partners in Annapolis,
Maryland, where he has developed innovative business models and provided counsel for emerging franchising restaurant
operations. Notably, the franchise development and outsourcing company helps emerging restaurant franchisors reach
the critical 100-unit milestone. In this regard, Mr. Spinelli assists in all aspects of franchising, from concept development
to over hundreds of franchise sales, marketing, real estate, operations and construction management.
Mr. Spinelli was a principal owner and Cofounder in 1994 for 28 years of Restaurant Brokers & Developers Inc.
(www.therestaurantbroker.com) in College Park, MD. a real estate company, specializing in restaurant leasing
negotiations, sales, tenant representation, site evaluation, business evaluation, appraisals and franchise sales.
Before venturing into hospitality and entrepreneurship, Mr. Spinelli began his professional journey with four years of
service in the United States Army Reserve and two years of active-duty 3rd team SFG. His military experience instilled
the importance of discipline, collaboration and leadership skills that have been integral to his subsequent achievements
in business.
Mr. Spinelli earned a Bachelor of Arts in architecture from the University of Pittsburgh in 1972. To share insights and
stay aware of best practices within the field, he was a member of the American Institute of Architects (AIA) Potomac
Valley, the Restaurant Association Metropolitan Washington (RAMW), the National Restaurant Association (NRA) and
the Restaurant Association of Maryland (RAM).
Mr. Spinelli attributes his enduring success to confidence and stability, qualities he credits to his family’s influence. Mr.
Spinelli maintains an active lifestyle by playing sports, exercising and traveling during his personal time. Happily
married and a proud father and grandfather, he aspires to watch his grandchildren thrive in the coming years while
continuing along the fulfilling path he has established. His decades of accomplishments in hospitality, entrepreneurship
and consulting are matched by his devotion to family and meaningful impact on every community he serves
